On November 11, 2021, EPPC Policy Analyst Rachel N. Morrison joined the Heartland Daily Podcast to discuss the Biden administration’s proposed changes to the Title X family-planning program.

The Biden administration is in the process of making radical changes to the federal government’s family planning program, known as Title X. Planned Parenthood, the National Abortion Federation, and the Guttmacher Institute have been trying to undo Trump administration efforts to prohibit tax dollars from funding abortions, a statutory prohibition.

Instead of following the traditional rule making process, Secretary Xavier Becerra and the Department of Health and Human Services finalized changes within a matter of months all while limiting public comment to 30 days. The rule making process has long been supported by Democrat and Republican administrations. Its purpose is to create fairness and promote sound public policy at the executive level. Rachel Morrison, attorney and policy analyst at the Ethics and Public Policy Center, discusses how her scheduled hearing was cancelled. She received an automated email stating “the rule is no longer under review.”   Morrison discusses why this sets a dangerous precedent for all Americans and why they need to be concerned about Secretary Becerra’s background as California’s former Attorney General. She understands prosecutions, not medical science.
