EPPC Scholar Submits Comment Supporting Nondiscrimination in Apprenticeship Programs

On September 2, 2025, EPPC Scholar Rachel N. Morrison submitted a public comment in support of the Department of Labor’s proposed rule “Prohibiting Illegal Discrimination in Registered Apprenticeship Programs.”

The proposed rule would modify regulations related to the Registered Apprenticeship Programs that have become outdated, burdensome, and violate basic tenets of nondiscrimination laws.

Morrison wrote in support of simplifying the nondiscrimination standard and eliminating affirmative action requirements. She also urged the Department to add protections for religious organizations.

As she explained in the comment: “Perhaps the most important benefit of the proposal is that it will eliminate race- and sex-based preferences while still requiring compliance with the full scope of federal civil rights laws.” These changes “will reduce regulatory burdens and stakeholder confusion, provide clarity, and encourage participation by more apprenticeship programs.”
