EPPC Scholars Support EEOC’s Draft Strategic Plan for Addressing Employment Discrimination

On July 19, 2026, EEPC scholars Rachel N. Morrison and Eric Kniffin submitted a public comment in support of the Equal Employment Opportunity Commission’s draft Strategic Plan for 2026–2030. Morrison, a former EEOC attorney, and Kniffin applauded the Commission for its work under Chair Andrea Lucas’s leadership to meet the values of a commitment to equal employment opportunity, accountability, and integrity.

In their comment, the scholars affirmed the need for the proposed strategic goals and performance measures. The scholars supported the Commission’s focus on even-handed enforcement, efficient resolution of charges of discrimination, and conciliations that provide targeted, equitable relief. They also affirmed the need for increased training and guidance for employees, employers and federal agency staff, especially on religious nondiscrimination and accommodation rights.

Finally, the scholars provide some minor suggestions for improvements to the text of the Strategic Plan.

Rachel N. Morrison is a Fellow at the Ethics and Public Policy Center, where she directs EPPC’s Administrative State Accountability Project, which advocates for an authentic understanding of the human person in the drafting, implementation, and rollback of government regulations.
