(Washington) – A new report on gender dysphoria released today by the Department of Health and Human Services and co-written by Ethics and Public Policy Center (EPPC) scholars exposes medical fraud and reveals the shocking ways the medical industry profits from sex-rejecting procedures for minors.
Dr. Aaron Kheriaty, Director of EPPC’s Bioethics, Technology, and Human Flourishing Program, and Rachel N. Morrison, Director of EPPC’s Administrative State Accountability Project, helped author the report, titled Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of “Gender Medicine.”
The report reveals that over 225 hospitals and health systems established pediatric gender programs nationwide. It further analyzes nationwide claims data from 2015 to 2025 and identifies approximately $50 million in insurance claims for puberty blockers, which were wrongly billed using an endocrine disorder diagnostic code. It also revealed nearly $11 million in claims for patients aged 13 to 17 that were billed using a diagnostic code for precocious puberty.
Following the release of the report, Vice President JD Vance and Secretary Robert F. Kennedy referred identified hospitals and clinics to the Department of Justice and HHS Office of Inspector General for possible violations of federal law.
